<p>BREAKING NEWS:</p>
<p>The presidential candidates took different paths to deal with the economic crisis.</p>
<p>Sen. John McCain Wednesday said he suspended his campaign and asked his Democratic rival Sen. Barack Obama to delay their much anticipated first debate to instead focus on the &#8220;historic&#8221; economic turmoil.</p>
<p>In response, Mr. Obama said he would not suspend his campaign and said the debate should continue.</p>
<p>The clash represents a major gamble by both candidates as Congress struggles with how to proceed with the $700 billion rescue plan.</p>
<p>In brief remarks in New York, Mr. McCain said he had spoken with Mr. Obama to urge him to return to Washington instead of heading to Mississippi for the Friday evening debate.</p>
<p><span id="more-94"></span></p>
<p>Mr. McCain also announced he would suspend his fundraising efforts and stop running campaign ads.</p>
<p>&#8220;Tomorrow morning, I will suspend my campaign and return to Washington after speaking at the Clinton Global Initiative. I have spoken to Senator Obama and informed him of my decision and have asked him to join me,&#8221; Mr. McCain said.</p>
<p>&#8220;I am directing my campaign to work with the Obama campaign and the Commission on Presidential Debates to delay Friday night&#8217;s debate until we have taken action to address this crisis,&#8221; he said.</p>
<p>Mr. Obama told reporters Wednesday afternoon it is &#8220;more important than ever&#8221; to hold the debates as planned, though he suggested the topic of foreign policy may actually be co-opted by economic issues.</p>
<p>&#8220;It&#8217;s my belief that this is exactly the time when the American people need to hear from the person who in approximately 40 days will be responsible for dealing with this mess,&#8221; Mr. Obama said. &#8220;It is going to be part of the president&#8217;s job to deal with more than one thing at once.&#8221;</p>
<p>The Illinois senator said he thinks the candidates can be constructive and issue a joint statement about their shared principles for the government Wall Street bailout, but it is &#8220;more important than ever that we present ourselves to the American people.&#8221;</p>
<p>&#8220;I believe that we should continue to have the debate,&#8221; he said. &#8220;If it turns out that we need to be in Washington, we&#8217;ve both got big planes, we&#8217;ve painted our slogans on the side of them. They can get us from Washington, D.C., to Mississippi fairly quickly.&#8221;</p>
<p>Mr. Obama added that when he spoke with Mr. McCain earlier in the day he had the impression the Republican was &#8220;mulling over&#8221; the idea of not attending the debate. &#8220;Apparently [he was] more decisive about it in his own mind,&#8221; he said.</p>
<p>Mr. Obama spoke with reporters from Florida, where he is preparing for the debate.</p>
<p>Earlier in the day, his campaign issued a brief statement that did not touch on the debate issue, suggesting Mr. Obama first suggested a bipartisan effort to deal with the bailout proposal that lawmakers are considering on Capitol Hill.</p>
<p>Spokesman Bill Burton wrote in the statement:</p>
<p>&#8220;At 8:30 this morning, Senator Obama called Senator McCain to ask him if he would join in issuing a joint statement outlining their shared principles and conditions for the Treasury proposal and urging Congress and the White House to act in a bipartisan manner to pass such a proposal. At 2:30 this afternoon, Senator McCain returned Senator Obama&#8217;s call and agreed to join him in issuing such a statement. The two campaigns are currently working together on the details.&#8221;</p>
<p>McCain spokesman Brian Rogers offered the campaign&#8217;s take on the two phone calls.</p>
<p>&#8220;Senator Obama phoned Senator McCain at 8:30 a.m. this morning but did not reach him. The topic of Senator Obama&#8217;s call to Senator McCain was never discussed. Senator McCain was meeting with economic advisers and talking to leaders in Congress throughout the day prior to calling Senator Obama. At 2:30 pm, Senator McCain phoned Senator Obama and expressed deep concern that the plan on the table would not pass as it currently stands. He asked Senator Obama to join him in returning to Washington to lead a bipartisan effort to solve this problem.&#8221;</p>
<p>Democrats seemed to blast the McCain challenge as a stunt in the hour following his speech.</p>
<p>&#8220;We need leadership; not a campaign photo op,&#8221; said Senate Majority Leader Harry Reid.</p>
<p>&#8220;If there were ever a time for both candidates to hold a debate before the American people about this serious challenge, it is now.&#8221;</p>
<p>House Majority Whip James Clyburn dismissed the McCain challenge as &#8220;drama.&#8221;</p>
<p>&#8220;There&#8217;s no reason to suspend a presidential campaign,&#8221; Mr. Clyburn said on MSNBC. &#8220;We need less drama and more study.&#8221;</p>
<p>The scheduled forum was to be held at the University of Mississippi in Oxford and was to focus on foreign policy.</p>
<p>The university released a statement saying the debate is &#8220;proceeding as scheduled.&#8221;</p>
<p>&#8220;At present, the University has received no notification of any change in the timing or venue of the debate,&#8221; the school chancellor&#8217;s office said.</p>
<p>The forum, handled by the Commission on Presidential Debates, has been in the planning stages since November 2007.</p>
<p>A woman answering the phone Wednesday said the debate commission was not given a heads up about Mr. McCain&#8217;s urge for a delay.</p>
<p>&#8220;We know as much as you do right now,&#8221; she told a reporter.</p>
<p>Mr. McCain warned delay of passing legislation to deal with the fiscal crisis could be devastating.</p>
<p>&#8220;We must pass legislation to address this crisis. If we do not, credit will dry up, with devastating consequences for our economy,&#8221; he said. &#8220;If we do not act, ever corner of our country will be impacted. We cannot allow this to happen.&#8221;</p>
<p>Obama supporter Rep. Rahm Emanuel of Illinois, who was one of the debate agreement negotiators, said on MSNBC he believes they &#8220;can do both.&#8221;</p>
<p>&#8220;The American people can hear from the candidates in the debate,&#8221; Mr. Emanuel said. &#8220;They can handle the debate, we can handle this.</p>
<p>Mr. McCain linked the issue to Americans coming together following the September 11, 2001 terrorist attacks and said the nation is tired of partisanship.</p>
<p>&#8220;We must show that kind of patriotism now,&#8221; Mr. McCain said.</p>

<p>WASHINGTON (AP) &#8211; In the next few years, consumers could see the fruits of $25 billion in government loans for the auto industry through a broader lineup of gas-electric hybrid vehicles, new plug-in electric cars and an expansion of fuel-efficient engines.</p>
<p>The loans, approved by the House as part of a larger spending bill Wednesday, are intended to help the industry refurbish decades-old plants and develop advanced batteries and gas-electric hybrids. The loans are a major win for General Motors, Ford and Chrysler, who lobbied for the funding as they dealt with a sluggish economy and weak sales.</p>
<p>&#8220;We all know that there is real growth for our economy in this sector of jobs green jobs, alternative fuel jobs and I think we all feel the stresses on our domestic auto producers,&#8221; said Sen. Claire McCaskill, D-Mo.</p>
<p>The Senate was considering the loans later this week.</p>
<p><span id="more-92"></span></p>
<p>The loans were authorized in last year&#8217;s energy bill but not funded. The loans were designed to help automakers meet costly new fuel-efficiency standards of at least 35 miles per gallon by 2020, a 40 percent increase. Auto suppliers are also eligible for the loans.</p>
<p>Loans will be issued from the government at discounted rates and administered by the Energy Department, which is currently writing regulations for the program. The spending plan, which includes $7.5 billion in case one of the companies defaults, would enable the department to speed up the rulemaking process.</p>
<p>Companies would apply to the Energy Department for a loan, so it was unclear how the funding would be divided.</p>
<p>Ron Gettelfinger, president of the United Auto Workers, said the loans ensured that the &#8220;products will be built and the plants will be retooled right here in the United States.&#8221; He said recent product announcements offered a sign of how the loans might be used.</p>
<p>GM recently unveiled a production version of the Chevrolet Volt, which is expected to propel the car up to 40 miles on a single charge and be in showrooms by late 2010. GM also plans to build four-cylinder engines in Flint, Mich., for the Chevrolet Cruze, a new small car.</p>
<p>Ford is producing more hybrid vehicles and announced plans in July to bring over six small, fuel-efficient cars it makes in Europe and sell them in North America. Chrysler showed three electric-powered prototypes on Tuesday and plans to sell one in the U.S. in 2010.</p>
<p>The loans were helped by the importance of Michigan, Ohio and Missouri, key auto manufacturing states, in the presidential campaign. Both Barack Obama and John McCain had expressed support for the loans.</p>
<p>Sen. Debbie Stabenow, D-Mich., said the loans were &#8220;critical to saving jobs&#8221; in an industry that has already shed jobs and struggled with weak sales, credit problems and a rapid shift to fuel-efficient cars as gasoline prices topped $4 a gallon.</p>
<p>Auto executives told House Speaker Nancy Pelosi last week that the economic conditions were the worst they had seen in 30 years and warned that tens of thousands of employees could be affected.</p>
<p>&#8220;We were going to be in a real box later on this year,&#8221; said Rep. Fred Upton, R-Mich.</p>
<p>The companies hope to receive the loans at government interest rates of about 5 percent, which would save them about $100 million a year for every $1 billion in loans. The auto manufacturers have poor bond ratings and would only qualify for double-digit interest rates.</p>
<p>Industry officials floated a three-year, $50 billion loan proposal earlier in the month before settling on $25 billion. &#8220;As we go forward, we will be starting on the second $25 billion,&#8221; said Rep. John Dingell, D-Mich.</p>

<p>Remarks by John McCain on the Economic Crisis</p>
<p>New York, NY</p>
<p>Wednesday, September 24, 2008</p>
<p>America this week faces an historic crisis in our financial system. We must pass legislation to address this crisis. If we do not, credit will dry up, with devastating consequences for our economy. People will no longer be able to buy homes and their life savings will be at stake. Businesses will not have enough money to pay their employees. If we do not act, ever corner of our country will be impacted. We cannot allow this to happen.</p>
<p>Last Friday, I laid out my proposal and I have since discussed my priorities and concerns with the bill the Administration has put forward. Senator Obama has expressed his priorities and concerns. This morning, I met with a group of economic advisers to talk about the proposal on the table and the steps that we should take going forward. I have also spoken with members of Congress to hear their perspective.</p>
<p>It has become clear that no consensus has developed to support the Administrations proposal. I do not believe that the plan on the table will pass as it currently stands, and we are running out of time.</p>
<p><span id="more-90"></span></p>
<p>Tomorrow morning, I will suspend my campaign and return to Washington after speaking at the Clinton Global Initiative. I have spoken to Senator Obama and informed him of my decision and have asked him to join me.</p>
<p>I am calling on the President to convene a meeting with the leadership from both houses of Congress, including Senator Obama and myself. It is time for both parties to come together to solve this problem.</p>
<p>We must meet as Americans, not as Democrats or Republicans, and we must meet until this crisis is resolved. I am directing my campaign to work with the Obama campaign and the commission on presidential debates to delay Friday nights debate until we have taken action to address this crisis.</p>
<p>I am confident that before the markets open on Monday we can achieve consensus on legislation that will stabilize our financial markets, protect taxpayers and homeowners, and earn the confidence of the American people. All we must do to achieve this is temporarily set politics aside, and I am committed to doing so.</p>
<p>Following September 11th, our national leaders came together at a time of crisis. We must show that kind of patriotism now. Americans across our country lament the fact that partisan divisions in Washington have prevented us from addressing our national challenges. Now is our chance to come together to prove that Washington is once again capable of leading this country.</p>

<p>&#8220;First, Mr. McCain takes a wild swing by saying as president he would have fired Chris Cox, chairman of the Securities and Exchange Commission, for &#8216;betraying the public trust.&#8217; It turns out a president doesn&#8217;t have the statutory authority to do that, and Mr. Cox has been a political asset in dealing with the financial meltdown of last week. Indeed, the day after his call for Mr. Cox&#8217;s firing, Mr. McCain retreated and called him &#8216;a good man,&#8217; &#8221; Mr. Fund said.</p>
<p>&#8220;Now Mr. McCain has compounded his error by floating the name of Andrew Cuomo, the pugilistic Democratic New York attorney general, as his possible nominee to head the Securities and Exchange Commission. Mr. McCain told CBS&#8217;s &#8217;60 Minutes&#8217; that Mr. Cuomo had &#8216;respect&#8217; and &#8216;prestige,&#8217; praising his tenure as secretary of Housing and Urban Development in the Clinton administration.</p>
<p>&#8220;Mr. McCain must be looking at a different record than I am. Mr. Cuomo was a political grandstander at HUD, ranging far afield to file frivolous lawsuits against gun manufacturers. He also spent taxpayer money to hire such firms as Booz Allen Hamilton, PriceWaterhouseCoopers, and Ernst &amp; Young to paper over [foul-ups] at his agency.</p>
<p><code></p>
<p>BLOOMBERG NEWS New York Attorney General Andrew M. Cuomo was cited by Sen. John McCain as a possible chairman of the Securities and Exchange Commission, leaving conservatives and even some liberals puzzled.</p>
<p>"Among the problems created by Mr. Cuomo while at HUD were what the liberal Village Voice called last month 'a series of decisions between 1997 and 2001 that gave birth to the country's current crisis.'</p>
<p>"A Voice investigation found that Mr. Cuomo 'took actions that - in combination with many other factors - helped plunge Fannie and Freddie into the subprime markets without putting in place the means to monitor their increasingly risky investments. He turned the Federal Housing Administration mortgage program into a sweetheart lender with sky-high loan ceilings and no money down, and he legalized what a federal judge has branded "kickbacks" to brokers that have fueled the sale of overpriced and unsupportable loans. Three to four million families are now facing foreclosure, and Cuomo is one of the reasons why.' "</p>
<p>DANGEROUS MANTRA</p>
<p>"If Barack Obama loses the 2008 election, liberal hell will break loose," Dennis Prager writes in Human Events.</p>
<p>"Seven weeks before the 2008 presidential election, liberals are warning America that if Barack Obama loses, it is because Americans are racist. Of course, that this means that Democrats (and independents) are racist, since Republicans will vote Republican regardless of the race of the Democrat, is an irony apparently lost on the Democrats making these charges," Mr. Prager said.</p>
<p>"That an Obama loss will be due to racism is becoming as normative a liberal belief as 'Bush Lied, People Died,' a belief that has generated intense rage among many liberals. But 'Obama lost because of white racism' will be even more enraging. Rage over the Iraq War has largely focused on President George W. Bush and Vice President Dick Cheney. But if Obama loses, liberal rage will focus on millions of fellow Americans and on American society.</p>
<p>"And it could become a rage the likes of which America has not seen in a long time, if ever. It will first and foremost come from within black America. The deep emotional connection that nearly every black American has to an Obama victory is difficult for even empathetic non-blacks to measure. A major evangelical pastor told me that even evangelical black pastors who share every conservative value with white evangelical pastors, including pro-life views on abortion, will vote for Obama. They feel their very dignity is on the line.</p>
<p>"That is why the growing chorus - already nearing unanimity - of liberal commentators and politicians ascribing an Obama loss to American racism is so dangerous."</p>
<p>SENATE KEYS</p>
<p>"Nine Republican-held Senate seats continue to be at great risk, giving Democrats at least a theoretical possibility of getting to 60 seats after the November elections," Stuart Rothenberg writes in Roll Call.</p>
<p>"Increasingly, it appears that three seats could well determine whether the Democratic Senatorial Campaign Committee can reach that magic number: North Carolina, Minnesota and Mississippi.</p>
<p>"Republican nominees in five GOP Senate seats are now running behind their Democratic opponents in at least some public polling: former Gov. Jim Gilmore in Virginia, Rep. Steve Pearce in New Mexico, former Rep. Bob Schaffer in Colorado, Sen. Ted Stevens in Alaska and Sen. John Sununu in New Hampshire.</p>
<p>"One other GOP incumbent, Oregon Sen. Gordon Smith, appears to be in a difficult race with challenger Jeff Merkley, Democrat, based both on some limited polling and Smith's campaign decisions.</p>
<p>"Two Republicans under attack, Maine Sen. Susan Collins and Kentucky Sen. Mitch McConnell, the minority leader, appear to be comfortably ahead and likely to win.</p>
<p>"That leaves races involving Sens. Elizabeth Dole in North Carolina, Norm Coleman in Minnesota and Roger Wicker of Mississippi as the three most critical that will decide how close Senate Democrats get to 60 seats in the next Congress."</p>
<p>KEEPING IT CLOSE</p>
<p>"Time, like the New York Times, is pretty much an extension of the Obama campaign, so it must have caused great gnashing of teeth around the magazine to read Jay Newton-Small's piece recognizing that Obama is rolling up the carpet in state after state he has spent millions on," Hugh Hewitt writes in a blog at www.townhall.com.</p>
<p>"It is already clear that 10 states hold the keys to the White House, and that McCain and Palin are doing very well in two of them, Florida and Ohio, while Obama struggles to hold on to blue states Pennsylvania, Michigan, Minnesota and Wisconsin and McCain tries to keep Colorado, Iowa, Nevada and New Mexico red. Dems are shaking their heads that after all this hype and fundraising and with a fresh round of economic woes, Obama hasn't pulled away. Chris Cillizza has the latest round of state polls, and in only one of them - Wisconsin - is Obama currently outside the margin of error," Mr. Hewitt said.</p>
<p>"Dems see a situation where the rookie Obama can stumble and hemorrhage support in a single news cycle while the veteran McCain just keeps it close or stays a point or two ahead in key states and wins at the close. It isn't what they expected. It wasn't what they were promised. It is why they are so much more nervous than the GOP."</p>

			<content:encoded><![CDATA[<p>The Senate passed a giant tax package Tuesday that saves more than 20 million taxpayers from the bite of the alternative minimum tax.</p>
<p>At a cost of more than $100 billion, the bill also nudges the nation toward greater use of alternative energy resources, renews popular tax breaks for businesses and individuals, and extends relief to disaster victims.</p>
<p>It includes a provision to ensure that mental health problems get the same level of insurance benefits as other medical treatment. The bill passed 93-2.</p>
<p><span id="more-81"></span></p>
<p>&#8220;The economy is struggling,&#8221; Senate Finance Committee Chairman Max Baucus, Montana Democrat, said. &#8220;At times like these, Americans need tax cuts that they&#8217;ve come to count on, that can help them get by.&#8221;</p>
<p>The tax bill is one of several major efforts to right the teetering economy in what could be the final week of this session of Congress. Lawmakers are trying to reach agreement on a $700 billion plan to bail out failing financial institutions, and Democrats are trying to put together a stimulus package to help average citizens get through the current economic crisis.</p>
<p>The House was expected to take up the tax package on Wednesday.</p>
<p>The alternative minimum tax (AMT) was enacted in 1969 to catch a few very rich tax dodgers. But it was never adjusted for inflation and now Congress must act every year to ensure it doesn&#8217;t catch more people.</p>
<p>Without action, those affected could grow from about 4 million to 25 million, at an average tax increase of $2,000. The fix would cost $64 billion spread out over 10 years.</p>
<p>Last year, Congress, after a prolonged fight over whether to pay for the fix with new tax revenues in other areas, waited until late December to pass legislation, causing delays in some IRS refund payments. The AMT patch this year, as last year, is not paid for.</p>
<p>The first segment of the three-part tax bill was a $17 billion measure to spur investment and create jobs in the renewable energy industry. The energy legislation extends for eight years, through 2016, investment tax credits for the solar power industry and for homeowners who install solar and wind equipment.</p>
<p>Taxpayers can claim a credit of up to $7,500 for purchasing plug-in electric cars, and production credits are extended to wind, biomass and marine &#8211; waves and tide &#8211; facilities. There are incentives to use smart meters for more efficient home energy use.</p>
<p>A study commissioned by the Solar Energy Industries Association found that the eight-year extension would more than triple investment during that period, to $325 billion, and almost triple employment in the industry, to 440,000 in 2016.</p>
<p>While enjoying wide bipartisan support, the tax bill has struggled to get through the Senate this year. Senate Democrats have been caught between Republicans and the White House who oppose any new taxes to offset the costs of the tax relief and House Democrats demanding that the bill be paid for to avoid adding to the federal deficit.</p>
<p>&#8220;Don&#8217;t send us back something else,&#8221; Senate Majority Leader Harry Reid, Nevada Democrat, said in an appeal to the House. If there are changes, he said, &#8220;it will die.&#8221;</p>

<p>He played the role of George H.W. Bush in mock debates with Geraldine Ferraro in 1984 and Michael Dukakis in 1988.</p>
<p>In 2000 and 2004, respectively, he assumed the persona of Dick Cheney in practice debates with Joe Lieberman and John Edwards.</p>
<p>For more than 20 times during the 1992 campaign he sparred with Bill Clinton in his debate preparation; in 2008, he assisted Hillary Rodham Clinton as she geared up for a whopping 23 primary debates.</p>

<p>Curious where he stood this week, Inside the Beltway reached Washington lawyer Robert B. Barnett at his Williams &amp; Connolly office, and while he&#8217;s not playing the part of John McCain as Barack Obama undergoes three days of preparation for Friday&#8217;s first presidential debate, at the University of Mississippi, he assured us that he is involved in other capacities. He declined to be specific.</p>
<p>Alan Schroeder, author of &#8220;Presidential Debates: 50 Years of High-Risk TV,&#8221; and an associate professor at Northeastern University, told this columnist in a telephone interview from Boston: &#8220;Barnett probably has been the stand-in debater for more candidates than anyone in history.&#8221;</p>
<p>Washington lawyer Greg Craig, a former Clinton administration official, instead has the honor of playing Mr. McCain this week.</p>
<p>Meanwhile, if only for a few hours, prominent black Republican Michael S. Steele, Maryland&#8217;s former lieutenant governor, will become Mr. Obama as Mr. McCain prepares for the debate.</p>

<p>John McCain lashed out Monday at Barack Obama&#8217;s political pedigree, tying his rival to notorious Chicago machine politics as the Republican struggled to reclaim the advantage that slipped to Mr. Obama as the Wall Street mess has unfolded.</p>
<p>In a new ad, Mr. McCain accuses his Democratic opponent of running the same &#8220;corrupt Chicago political machine&#8221; as convicted felon and Obama patron Tony Rezko and the Daley family, which controls Chicago politics.</p>
<p>Mr. McCain&#8217;s campaign said they are raising the corruption issue because the press has failed to do so.</p>
<p>&#8220;Senator Obama very directly has introduced the issue of associations in this campaign, I think, raising fundamentally that you can tell something about people by the company they keep,&#8221; top McCain aide Steve Schmidt told reporters.</p>
<p><span id="more-76"></span></p>
<p>As the financial sector spiraled downward last week so did Mr. McCain&#8217;s poll numbers, dragged down by his own confusion over the state of the economy and knocked off message by his own surrogates. What had been a slight three-percentage-point lead in the polls turned, and Mr. Obama now leads by 2.7 percentage points in the Real Clear Politics average of national polls.</p>
<p>And a CNN poll released Monday showed that 52 percent of likely voters believe Mr. Obama would be better at handling the economy compared with 44 percent for Mr. McCain.</p>
<p>Sensing an opening, Mr. Obama sought to press his advantage, working to link Mr. McCain with President Bush, whose popularity has dipped below 30 percent in some national polls.</p>
<p>&#8220;We did not arrive at this moment by some accident of history,&#8221; he said in Green Bay, Wis. &#8220;We are in this mess because of a bankrupt philosophy that says we should give more and more to those with the most and hope that prosperity trickles down to the rest of us.&#8221;</p>
<p>He hit his Republican rival for failing to change the &#8220;greed and irresponsibility&#8221; of Washington during his 26 years there and said his ties to lobbyists would prevent real change from coming to the nation&#8217;s capital.</p>
<p>As the campaign proceeds, the two camps have stepped up their on-air attacks through ever-harsher commercials.</p>
<p>Mr. Obama&#8217;s campaign took issue with the new McCain ad, saying it was an effort to distract from Mr. McCain&#8217;s stumbling last week and from reports, including one Tuesday in the New York Times, examining McCain campaign manager Rick Davis&#8217; ties to Fannie Mae and Freddie Mac.</p>
<p>In a statement, Obama spokesman Bill Burton said that rather than embracing Chicago&#8217;s political machine, Mr. Obama ran against it.</p>
<p>&#8220;Barack Obama was elected to the Illinois Senate as an independent Democrat. He took on the Chicago Democratic organization in a primary to win a seat in the U.S. Senate. And in both Illinois and Washington, he has challenged the Old Guard for landmark ethics reforms,&#8221; Mr. Burton said.</p>
<p>But Mr. McCain&#8217;s campaign said the ad, which will run nationally and in battleground states, is a fair response to what aides said have been repeated personal attacks by Mr. Obama.</p>
<p>The ad ties Mr. Obama to four Chicago figures, including Obama economic adviser William Daley, brother of Chicago Mayor Richard M. Daley, whose election machine has been accused of dirty politics, and Rezko, who was convicted of fraud and bribery.</p>
<p>In talking with reporters, Mr. Schmidt said the press owes voters more scrutiny of Mr. Obama&#8217;s ties to William Ayers, an early Obama backer who gained notoriety as a leader in the Weather Underground, which bombed government buildings in protest of the Vietnam War.</p>
<p>Mr. Schmidt took particular shots at the New York Times for its story yesterday concerning Mr. Davis.</p>
<p>&#8220;Whatever the New York Times once was, it is today, not by any standard, a journalistic organization. It is a pro-Obama advocacy organization,&#8221; he said, without mentioning that the newspaper endorsed Mr. McCain during the Republican primary.</p>
<p>As Congress considered a new $700 billion plan, Mr. Obama criticized the largest government bailout in history.</p>
<p>&#8220;We cannot give a blank check to Washington with no oversight and accountability when no oversight and accountability is what got us into this mess in the first place,&#8221; he said.</p>
<p>He also outlined his already announced plan for a more transparent government, saying the nation must &#8220;get to work immediately on reforming the broken politics and the broken government that allowed this to crisis to happen in the first place.&#8221;</p>
<p>He said an Obama White House would forbid the &#8220;revolving door&#8221; of lobbying and then entering government with a two-year ban on working on anything related to former employers and a permanent ban on lobbying the administration after leaving.</p>
<p>Mr. McCain, meanwhile, said Mr. Obama has been slow to come up with solutions to the financial crisis. He said he is &#8220;greatly concerned&#8221; by the plan, which he said surrenders too much power to the executive branch without any accountability.</p>
<p>&#8220;When we are talking about a trillion dollars of taxpayer money, &#8216;trust me&#8217; just isn&#8217;t good enough,&#8221; he said in Scranton, Pa.</p>

<p>TAMPA, Fla. (AP) &#8211; Democrat Barack Obama said Tuesday any plan to rescue Wall Street from its financial woes must ensure that taxpayers are reimbursed and corporate executives are not further enriched for bad behavior.</p>
<p>The Democratic presidential candidate also accused President Bush of taking a &#8220;my way or the highway&#8221; attitude on the proposed bailout.</p>
<p>Mr. Obama added that his proposed middle-class tax cuts remain &#8220;absolutely necessary&#8221; despite the economic turbulence. He said it would put money in the pockets of working families at a time when the economy may be sliding into recession.</p>
<p>Mr. Obama outlined several principles that he said should be included in the $700 billion bailout to ensure that troubled financial firms and their executives don&#8217;t take advantage of taxpayers.</p>

<p>Companies that take financial aid from the government must slash their executives&#8217; salaries, he said. Taxpayers must be treated like investors who can share in any Wall Street recovery, perhaps with an ownership stake in the companies, and a new fee on financial services should be created to repay the government aid.</p>
<p>&#8220;This plan cannot be a welfare program for Wall Street executives,&#8221; he said at a news conference.</p>
<p>Decisions on how to spend that $700 billion cannot be left solely in the hands of the Treasury secretary, Mr. Obama added. An independent board should be chosen by Democrats and Republicans &#8220;to provide oversight and accountability at every step of the way.&#8221;</p>
<p>Earlier, in an interview on &#8220;Today,&#8221; Mr. Obama had said the huge expense of a Wall Street bailout might require a &#8220;phase in&#8221; of the programs he has promised, including tax cuts.</p>
<p>But speaking to reporters in Florida, where he will be preparing for Friday&#8217;s debate, Mr. Obama said he remains committed to addressing needs in health care, education and energy. &#8220;Tax cuts would be particularly important to strengthen an economy sliding into economic recession,&#8221; he said.</p>

<p>NEW YORK (AP) &#8212; Republican vice presidential candidate Sarah Palin, who has not held a press conference in nearly four weeks of campaigning, initially barred reporters from her first meetings with world leaders Tuesday, but reversed course after they protested.</p>
<p>At first, campaign aides told the TV producer, print and news agency reporters in the press pool that followed the Alaska governor that they would not be admitted along with still photographers and a video camera crew taken in to photograph her meetings with Afghan President Hamid Karzai and Colombian President Alvaro Uribe, who are here for the United Nations General Assembly this week. She also was to meet later with former Secretary of State Henry Kissinger.</p>
<p>These sessions and meetings scheduled for Wednesday are part of the Republican campaign&#8217;s effort to give Palin experience in foreign affairs. She has never met a foreign head of state and first traveled outside North America just last year.</p>
<p><span id="more-70"></span></p>
<p>At least two news organizations, including The Associated Press, objected to the exclusion of reporters and were told that the decision was not subject to discussion. Presidents and members of Congress routinely allow reporters to attend photo opportunities along with photographers and the reporters sometimes are able to ask questions during the brief photo sessions, usually held at the beginning of private meetings.</p>
<p>CNN, which was providing the television coverage for news organizations, decided to pull its TV crew from the first meeting, with Karzai, effectively denying Palin the high visibility she had sought. But after the campaign agreed to let CNN&#8217;s producer in as well, the CNN camera crew joined the session.</p>
<p>According to the CNN producer who was let into Karzai&#8217;s hotel suite with the photographers just before noon, Karzai was talking about his son. Palin was nodding, and asked what his name is. Karzai replied his name was Mirwais and explained that it means light of the house.</p>
<p>The media were escorted out after about 40 seconds.</p>
<p>Campaign aides subsequently announced that reporters would be allowed to accompany photographers into the later sessions with Uribe and Kissinger.</p>
<p>At that point, campaign spokeswoman Tracey Schmitt said it was all just a &#8220;miscommunication.&#8221; Earlier, she had said, &#8220;The decision was made for this to be a photo spray with still cameras and video cameras only.&#8221;</p>
<p>Palin has been criticized for avoiding taking questions from reporters or submitting to one-on-one interviews. She has had just two major interviews since Republican presidential candidate John McCain chose her as his running mate on Aug. 29.</p>
<p>On Wednesday, McCain and Palin were expected to meet jointly with Georgian President Mikhail Saakashvili and Ukrainian President Viktor Yuschenko. Palin was then to meet separately with Iraqi President Jalal Talabani, Pakistani President Asif Ali Zardari and Indian Prime Minister Manmohan Singh.</p>

<p>NEW YORK | President Bush has softened plans to push world leaders Tuesday on legacy-building projects such as curtailing nuclear proliferation and confronting Russia. Instead, he will use his U.N. address to reassure them on the U.S. financial meltdown.</p>
<p>Foreign leaders and their delegations, bolstered with a larger than usual number of finance ministers, will closely watch the president&#8217;s speech to the opening of the body´s 63rd General Assembly and will press the U.S. for information during private diplomatic meetings.</p>
<p>One European diplomat said that &#8220;a lot of leaders have looked at the biggest event in New York, and it&#8217;s the global financial crisis.&#8221; The cover of New York Magazine on the rack inside the Waldorf Astoria, where the president and many other world leaders are staying, screamed: &#8220;The Panic of 2008.&#8221;</p>

<p>Mr. Bush&#8217;s speech was still being worked on Monday as Congress and the global market digested his administration&#8217;s $700 billion rescue plan.</p>
<p>&#8220;The whole world is watching to see if we can act quickly to shore up our markets and prevent damage to our capital markets, businesses, our housing sector and retirement accounts,&#8221; Mr. Bush said in a statement released Monday morning.</p>
<p>White House press secretary Dana Perino, speaking to reporters flying with the president to New York, said the administration is aware of the concern.</p>
<p>&#8220;We are so intertwined with other economies around the world in our increasingly global economy,&#8221; she said.</p>
<p>The White House said its rescue plan is already being well-received in foreign capitals, pointing to a statement issued Monday morning by the finance ministers and central bank governors from the industrial nations in the Group of Seven &#8211; the U.S., Great Britain, France, Germany, Canada, Japan and Italy &#8211; after a conference call.</p>
<p>&#8220;We strongly welcome the extraordinary actions taken by the United States to enhance the stability of financial markets and address credit concerns, especially through its plan to implement a program to remove illiquid assets that are destabilizing financial institutions,&#8221; the statement said. The ministers also pledged to cooperate &#8220;to ensure the stability of the international financial system.&#8221;</p>

<p>But the mood in New York belied continued statements of confidence from U.S. government officials.</p>
<p>Abdelaaty Bakry, a 55-year-old limousine driver who works mostly in Manhattan&#8217;s financial district, said he was not comforted by the president&#8217;s rescue plan.</p>
<p>&#8220;The mess which happened, nobody can fix it. People are already scared, everything&#8217;s shaking,&#8221; he said. &#8220;The money will hide now. The people who have money will not spend.&#8221;</p>
<p>Mrs. Perino said the president will explain that the rescue plan &#8220;was not the president&#8217;s first instinct, that he would not have wanted to take this action to help these companies if he wasn&#8217;t convinced by the considered judgment of his senior economic team that it was critical to protect the American taxpayers and the American economy as a whole.&#8221;</p>
<p>Mr. Bush will also conduct bilateral diplomacy, particularly on the Russia&#8217;s recent invasion of Georgia, Iran&#8217;s continued defiance of international nuclear strictures and North Korea&#8217;s recent statements that they are restarting their nuclear weapons program.</p>
<p>The president will also focus on U.N. reform, a topic on which he has often been at odds with the international body.</p>
<p>And the president will meet for the first time Tuesday with new Pakistani President Asif Ali Zardari. While the White House insists that its relations with the new regime in Islamabad remain strong, there have been several troubling signs recently.</p>
<p>But the economy will dominate, and no matter what Mr. Bush says, leaders and ministers will be watching negotiations in Washington with Democratic congressional leaders, who are resisting administration demands that they pass a &#8220;clean&#8221; bill without amendments.</p>
<p>Democrats on Monday released more desired changes to the $700 billion plan unveiled Friday by Treasury Secretary Henry M. Paulson, Jr.</p>
<p>The plan would use taxpayer dollars to buy up mortgage-related securities that have plummeted in value and threaten to capsize investment banks and other financial firms. But Democrats want more oversight for the plan than was proposed &#8211; Mr. Paulson has agreed to that &#8211; along with several other measures that the White House is less likely to accept</p>
<p>Democrats want to limit pay packages for chief executive officers of failed financial firms, which some fear would risk driving executives away from participating in the government&#8217;s plan.</p>
<p>Mr. Bush tried to prod Democrats to move forward with minimal amendments.</p>
<p>&#8220;Obviously, there will be differences over some details, and we will have to work through them,&#8221; Mr. Bush said. &#8220;But it would not be understandable if members of Congress sought to use this emergency legislation to pass unrelated provisions, or to insist on provisions that would undermine the effectiveness of the plan.&#8221;</p>
<p>Watching the showdown between Democrats and the White House, Wall Street on Monday was not comforted, with the Dow Jones falling 372 points for the day and crude oil shooting up from about $105 a barrel to about $121 a barrel.</p>
<p>This General Assembly will be the last in the auspicious green marble General Assembly chambers. The entire complex is scheduled for a top-to-bottom renovation starting in early 2009. During the six-year renovation, large conferences and plenary sessions will be held in a large, supposedly temporary structure now under construction on the U.N. grounds.</p>
<p>Among the 79 presidents and 38 prime ministers expected to appear this week: Mr. Bush, Mahmoud Ahmadinejad of Iran, Nicolas Sarkozy of France, Hamid Karzai of Afghanistan, Robert Mugabe of Zimbabwe, and Georgia&#8217;s embattled Mikhail Saakashvili.</p>
<p>An unusual number of major countries will be represented by relatively lower-level ministers because of political elections or turmoil at home. Among them are Thailand, Japan, Canada, Israel and Bangladesh.</p>
